The Mangrove Breakthrough drives concerted action towards its shared goals in five critical ways.

01. Finance – unlocking capital for scaled impact

Finance fuels the Mangrove Breakthrough. Rather than reinventing the wheel, we align, adapt, and deploy proven financial mechanisms to integrate mangroves into the mainstream of climate and economic investment. This pillar ensures capital flows to where it’s needed most—with integrity, scale, and reduced risk. We’re building a financial ecosystem designed to accelerate the protection, restoration, and sustainable transition of mangrove landscapes.

Investment-ready models – We deploy proven financial instruments to unlock large-scale capital for mangroves, including technical assistance, blue and green bonds, and transition finance for mangrove-adjacent businesses.

De-risking mechanisms – We work with partners to lower barriers to entry for investors, providing market confidence through strong governance, safeguards, and investment-grade frameworks.

02. Community – progress through a global stakeholder network

The Mangrove Breakthrough is rooted in the people who steward, depend on, invest in, and advocate for mangroves. This pillar centers a global network of community stakeholders—local leaders, Indigenous groups, NGOs, civil society, and regional institutions—ensuring their knowledge, priorities, and leadership shape the path forward.

Locally led, globally connected – We elevate regional leadership while creating pathways for cross-border collaboration and shared stewardship.

Equity at the core – Our frameworks ensure the social, economic, and environmental benefits of mangrove investment are distributed fairly across all stakeholder groups, especially those on the frontlines.

Capacity building & knowledge exchange – From grassroots institutions to national coalitions, we invest in strengthening the ecosystem of expertise that drives mangrove action worldwide.

03. Policy – shaping global and national frameworks

Policy is the foundation for securing long-term commitments to mangrove conservation, restoration, and protection. It ensures that this is integrated into national climate strategies, financial policies, and regulatory frameworks to unlock funding and accelerate implementation.

What is called the NDC Task Force was launched to help countries develop science-based Nationally Determined Contributions (NDCs) that elevate mangrove conservation as a critical nature-based solution within their climate commitments under the UNFCCC Paris Agreement.

Progressive collaboration – We work with governments, financial institutions, NGOs, and private sector leaders to ensure mangroves are recognized as a strategic climate and economic asset.

Mangrove-positive policy & regulation – We support the inclusion of mangroves in Nationally Determined Contributions (NDCs), National Biodiversity Strategies and Action Plans (NBSAPs), and national wetland strategies such as Ramsar Convention on Wetlands to strengthen legal and financial incentives for conservation..

Financial policy innovation – We bridge the gap between policy and finance, working with regulators to develop new investment-friendly policies, carbon market structures, and incentive programs that accelerate mangrove-positive investments.

The NDC Task Force is turning endorsements into national policy commitments – The Mangrove Breakthrough NDC Task Force helps transform country-level endorsements into concrete, mangrove-positive commitments in the 2025 Nationally Determined Contributions (NDCs) under the Paris Agreement.

Co-led by The Pew Charitable Trusts, the High-Level Climate Champions, and members of the Global Mangrove Alliance, the Task Force supports governments with technical guidance, stakeholder coordination, and access to mangrove data. It connects local and global experts to ensure mangroves are meaningfully included in climate policies.

Through policy briefs, direct government engagement, webinars, and events, the Task Force helps countries develop science-based, measurable, and time-bound targets for mangrove conservation, restoration, and sustainable management—aligned with the Paris Agreement, the Global Biodiversity Framework, Ramsar, and the SDGs.

04. Pipeline – scaling mangrove projects for investment

A robust, investable pipeline of high-impact mangrove projects is essential to unlocking large-scale capital. This pillar identifies, structures, and aggregates global restoration efforts to ensure they are fundable, scalable, and aligned with market standards. Through collaborations with Restor and Capital for Climate, we are mapping mangrove projects, tracking impact, and connecting mature opportunities to a global network of investors.

Global project portfolio – We are working towards a global platform of investable mangrove projects, ensuring they meet high-integrity standards and connect local project developers with funding opportunities.

Long-term sustainable finance – We provide a toolbox of financial instruments (blue bonds, blended finance, microfinance) that help mobilize private capital, aiming for $4 billion in total funding.

Local & community-led solutions – We ensure that local communities are at the center of project implementation, securing financial access, knowledge sharing, and capacity building.

Science-driven implementation – Every project is rooted in the best available science and proven practices. By closing knowledge gaps and building local capacity, we help stakeholders collaborate on scalable, high-integrity mangrove solutions.

05. Outreach – shifting the global narrative

Mangroves have long been underrepresented in global climate and finance discussions. This pillar focuses on reshaping the public and institutional narrative, ensuring that mangroves are seen as a critical economic and climate solution rather than a niche conservation effort.

Global thought leadership – We position mangroves as a high-priority nature-based solution in climate finance, biodiversity, and sustainability conversations at COP, UN summits, and major investment forums.

Beyond Carbon – We’re closing the investment gap by expanding beyond carbon markets—unlocking finance for restoration, transition, and mangrove-positive business models across aquaculture, tourism, and agriculture.

Media & public engagement – We drive a strong, evidence-based narrative that connects mangroves to finance, climate resilience, food security, and biodiversity, securing global media coverage and stakeholder alignment.

Partnership mobilization – We align governments, the financial sector, conservation organizations, and private sector actors under a shared vision, ensuring their commitments translate into action.

Knowledge in action – We share science, tools, and lessons learned across our global network to accelerate smarter, faster mangrove restoration and protection.
